COVID-19 INFORMATION: To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine. While the RRB continues to monitor the ever-evolving and changing COVID-19 environment, as of March 28, 2022, our agency has transitioned its workforce back to the traditional office setting. Telework eligible positions are available within the RRB and the telework eligibility status is indicated in the vacancy announcement. Minimum Qualifications: Candidates must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND- One year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position such as: Demonstrated experience supervising or managing staff responsible for information technology (IT) within an organization. Demonstrated experience leading and implementing IT infrastructure services and performing and applying an in depth mastery of, and skill in advanced IT principles, concepts, methods, standards, and practices in support of the organization’s mission. Demonstrated experience managing an organization’s IT requirements and priorities in functional areas such as systems engineering, network administration, data communication, computer operations, systems assurance, desktop configuration and security, database administration, and storage and data management. Demonstrated experience supporting IT programs and initiatives through managing and executing project plans and associated budgets; developing periodic and ad hoc reports/proposals; and analyzing and defining IT requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience obtained by the closing date of this announcement will be considered.
