Chief Information Officer/Associate Director of the Department of Technology Services

As a basic requirement for entry into the AO Executive Service (AOES), you must clearly articulate and describe within your seven (7) page resume your one year of specialized experience (preferably 3 years or more) equivalent to the GS-15/JSP-15/CL31 level which is in or directly related to the line of work of this position. Specialized experience for this position is progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. The application process used to recruit for this position is RESUME-ONLY. The MTQs should be embedded/addressed within your resume and should not exceed seven pages. MTQ 1. Demonstrated ability to manage, lead, and maintain customer engagement and consensus across large, complex multi-component IT programs by applying experience and expert knowledge of enterprise-wide IT operations, lifecycle management, customer care, risk management and compliance. Demonstrated knowledge of legislative and other regulations requirements for effective management and utilization of IT resources. MTQ 2. Demonstrated experience and expert knowledge of security operations, audit and assessment, active threat actors and contemporary tactics, techniques, and procedures, telecommunications systems, corporate networks, cloud solutions, and an understanding of the security architecture associated with those. MTQ 3. Demonstrated experience in managing a large, diverse, and multi-functional technical organization, which includes both government employees and contractors. Demonstrated experience leading large-scale and complex IT transformations. IN ADDITION, YOUR RESUME MUST CLEARLY DOCUMENT AND DEMONSTRATE THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQs) EVIDENCED WITHIN YOUR RESUME NOT TO EXCEED SEVEN PAGES. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility. ECQ 4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, Technology Management. ECQ 5. Building Coalitions / Communication: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating.
