Continuity Communications Specialist

Requires detailed knowledge of Communications Security Account Management using Key Management Infrastructure (KMI), and enabling of continuity communications preparedness supporting continuity operations, coupled with basic (minimum) knowledge of the principles of continuity of operations and the policies that guide these programs. Knowledge on how to develop resilient communications plans and procedures that support continued operations and COMSEC programs is essential. Knowledge and skill requirements are acquired through completion of a bachelor’s degree in government, public safety, emergency management, national security affairs or other relevant fields from an accredited college or university or equivalent experience acquired through military service and/or assignment with a federal, state, local, or non-profit emergency management organization. Completion of NSA courses on COMSEC Account Management, Key Management Infrastructure (KMI), with assignment(s) working as the COMSEC Account Manager required. Specifically: At least (3) years working as the Primary COMSEC Account Manager, including at least (3) years using the Key Management Infrastructure (KMI) to manage the Agencies COMSEC inventory to include processing, hand receipts, transfers, destructions and inventories. In the absence of assignment as a primary COMSEC Account Manager, consideration will be given to candidates with at least 5 years as an alternate COMSEC Account Manager with at least (3) years using the Key Management Infrastructure (KMI). Demonstrated experience with secure communications; Key Management Infrastructure (KMI), and data transfer devices; classified information systems; and communications capabilities identified in OSTP/OMB Directive 16-1. Desired, at least one (1) year of specialized experience supporting continuity communications at the Federal Executive Branch Department or Agency level. Must have a current Top Secret security clearance based on the Single Scope Background Investigation (SSBI) with at least 1.5 years before clearance expires to allow sufficient time to submit for reinvestigation. This requires access to sensitive compartmented information to perform the assigned duties. Incumbent routinely reviews highly classified information, including national security and intelligence materials.
