This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION:

AOC 1: NG Employees working at the location specified
AOC 2: NG Employees of the Pennsylvania National Guard
AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians)
AOC 4: Service Members currently serving in another branch and are willing to become members of the Pennsylvania National Guard
AOC 5: All others willing to become members of the Pennsylvania National Guard TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades:

GENERAL EXPERIENCE: Experience or training that has provided the candidate with sufficient knowledge to complete the work of this occupational series. Experience or training which demonstrates the candidates ability to lead other technicians engaged in the duties performed by this occupational series. SPECIALIZED EXPERIENCE: In addition to the journeyman level knowledge, applicant must indicate at least 24 months experience which demonstrates the ability to plan, organize, and lead the work of others in fields directly related the repair function of this occupational series. Must have the ability to perform administrative functions; to read and interpret a variety of technical publications used in the repair of supported equipment. The ability to provide guidance to others in work related directly to this occupational series. KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. – Ability to instruct and lead students. – Ability to grade surfaces to needed specifications; adjust attachments during operation of equipment on all types of terrain; move earth on slopes, graded curves and shoulders and other similar rough surfaces; adjust attachments for proper positioning and working order; and steer and operate according to slope or tilt. – Skill and knowledge of teaching techniques including developing course materials, and evaluating students. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates’ experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.
