GS-11, in-service candidates: One year of specialized experience equivalent in difficulty and complexity to at least the
GS-09 level in the Federal service. GS-11, outside applicants (those without current or prior Federal competitive or excepted service): One year of
specialized experience equivalent in difficulty and complexity to at least the GS-10 level in the Federal service.
Definition of Specialized experience: To meet specialized experience, your resume must describe experience that
demonstrates the particular knowledge, skills and abilities as follows:
GS-11, in-service candidates: Technical civil engineering experience, including project management, providing
management and oversight of civil engineering construction projects for a natural resources program (e.g., forest,
rangeland, fisheries, wildlife and associated land and water resources). Such experience should demonstrate
application of engineering practices to solve engineering problems in the field, assure compliance with construction
practices and contract specifications; develop scope of work, budgets, contract documents, cost estimates, schedules;
implement and monitor project plans, schedules, budget, contract performance; and coordinate and integrate project
tasks and documents with project teams. These examples are not all inclusive.
GS-11, outside applicants: One year of specialized experience as listed above for in-service candidates and
including additional experience negotiating with contractors, and composing written reports of findings. These
examples are not all inclusive. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience. If selected, the selectee will be required to provide official college transcripts to verify educational qualifications. An official transcript must be sent directly from the University’s Registrar’s office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
