To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 06/04/2021. Time-In-Grade Requirement: Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For this vacancy, employees under the GS pay system must have held a GS-2 or higher position in the last 52 weeks to be eligible for the GS-4 grade level. The grade may have been in any occupation, but must have been held in the Federal service. You must submit a SF-50 that shows your time-in-grade eligibility with your application materials. If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Basic Experience: Applicants must possess at least 6 months of General Experience: Any type of work that demonstrates the applicant’s ability to perform the work of the position, or experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation AND at least 6 months of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-3. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. OR, Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. OR, Education and Training: Successful completion of 2 years of post secondary study that included at least 12 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. At least 3 of the 12 semester hours must have been in drafting. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves walking between buildings to obtain information on the facility and extensive data (graphic/non-graphic) input at a designated CADD station. Incumbent must be physically able to gain access to all spaces of Medical Center, including all mechanical rooms, research labs, roofs, crawl spaces, patient secure areas etc. including site survey of road ways and buildings.
The work is performed primarily in an office type setting, although there are periodic visits to buildings and the site to gather information..
