To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06; for a GS-08 position you must have served 52 weeks at the GS-07; and for a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Basic Requirements: Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician’s quality of experience. You must qualify based on your experience and/or education as described below: Minimum Qualifications – GS-07 (Developmental): Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include what is stated above, as well as, but not limited to: engineering services associated with job order contracting and construction (such as design criteria and cost estimates); assisting with study/design requirements; and utilizing various software systems, such as AutoCAD (Computer Aided Design) to complete a variety of tasks, i.e., analyzing data and maintaining work files. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate education directly related to the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. Minimum Qualifications – GS-08 (Developmental): Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include what is stated above, as well as, but not limited to: engineering services associated with job order contracting and construction to include evaluating tenant requirements, establishing scope of work, design criteria, and estimates of design time and costs; assisting with study/design requirements; assisting with the preparation/coordination of design packages for renovations, repairs, and/or alterations; and utilizing various software systems, including AutoCAD to complete a variety of tasks, i.e., analyzing data and maintaining work files. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one- and one-half year of graduate education (27 semester hours) directly related to the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year of graduate education. Minimum Qualifications – GS-09 (Full Performance): Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include what is stated above, as well as, but not limited to: engineering services associated with job order contracting and construction to include evaluating tenant requirements, establishing scope of work, design criteria, and estimates of design time and costs; providing technical assistance to support contract administration; accomplishing study/design requirements; preparing/coordinating design packages for renovations, repairs, and/or alterations; and utilizing various software systems, including AutoCAD to complete a variety of tasks, i.e., analyzing data and maintaining work files. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two (2) full years of graduate education that is directly related to the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year of graduate education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
