Purpose of Job

Oversees and integrates change within the USAA Enterprise, helping to realize the benefits of strategy while promoting operational stability. Provides Enterprise Portfolio Management Office (EPMO) leadership, operational direction and oversight for Enterprise wide programs. Responsible for standing up the program delivery function within the EPMO. Communicate with key stakeholders across the enterprise to plan, execute and ensure effective delivery strategic initiatives. Utilizes executive-level business acumen and decision-making abilities and provides effective hands-on management to lift, lead and influence across the enterprise.

Job Requirements

  • Provides strategic leadership and management of direct and matrixed leaders responsible for the integrated program/project plans created to deliver the strategic vision
  • Leads a team focused on key initiatives in a functional area and serves as an integration point to support complex area-specific or Enterprise-wide initiatives
  • Ensures proper change management is in place along with measures for success
  • Communicates, ensures alignment, and influences project acceptance across all levels of the Enterprise
  • Participates and leads components of on-going operational planning, and may collaborate with other senior leadership or line of business stakeholders across business units
  • Provides consultation and/or maintains current awareness of developments, trends, risk, and legal and regulatory changes in the Financial Services industry and technical fields: risk management, modeling, data infrastructure, data management, systems architecture, batch and real-time processing
  • Sponsors and/or introduces production strategies unique to the area of support.
  • Sponsors technical and business initiatives
  • Ensures the business is prepared to support and participate in the execution methodology for technical projects
  • Makes strategic decisions that influence the operational and financial performance, ensuring outcomes effectively manage risk and compliance. Identifies trends and develops action plans to resolve abstract problems outside of set guidelines that impact the process execution


Minimum Education:

  • Bachelor’s Degree
  • 4 additional years of related experience beyond the minimum required may be substituted in lieu of a degree

Minimum Experience:

  • 10 or more years of progressive related experience developing strategies, managing major initiatives and delivering results within a complex matrix environment required
  • 6 or more years of people leadership experience in building, managing and/or developing high-performing teams required
  • Experience collaborating with key resources and stakeholders, influencing decisions and managing work to achieve strategic goals required
  • Executive-level business acumen in the areas of business operations, industry practices and emerging trends required
  • Executive-level understanding and experience with strategic-level change management
  • Executive level experience delivering member or customer facing capabilities in a complex multi-channel, multi-product, integrated system environment
  • Executive level experience with systems design and development from business requirements analysis through to day-to-day management
  • Expert understanding of project management principles
  • Expert in the full life cycle experience managing strategic and operational programs

Preferred Qualifications:

  • Ability to drive execution and delivery of EPMO-led efforts in partnership with CoSA lead and executives
  • Demonstrated experience working with leadership to manage and prioritize Cross-CoSA requests, identifying, developing, and determining a multi-program strategy
  • Previous responsibility and accountability for delivering on time and within budget
  • Experience developing remediation plan for identified risks and issues and providing strategies to EPMO Portfolio Manager and Sponsor
  • Subject matter expert in the area of large complex program management using various methodologies
  • Experience in areas of either internal or external consulting
