In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent in other pay systems. Specialized experience must include using advanced engineering concepts, principles, and techniques across multiple inter-related and integrated technical engineering disciplines. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Demonstrated knowledge of development planning, technology maturity assessments, life cycle systems engineering and integration, and the technological foundations for effective development of program technical assessment strategies. Ability to work with customers to assess needs, provide assistance, resolve problems, and satisfy expectations. Ability to persuade others to accept recommendations, works toward an agreement, and negotiate mutually acceptable solutions. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. Ability to organize work, set priorities, and determines resource requirements; determine goals and strategies to achieve them; coordinate with other organizations or parts of the organization; monitor progress, and evaluate outcomes. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations. Ability to develop and utilize appropriate data collection techniques. Demonstrated knowledge of the DoD and Air Force acquisition processes. Ability to estimate technical scope to include cost and schedule. Demonstrated ability in technical or engineering environments. Graduate level education in systems engineering, cost analysis, technical planning and assessment or related areas and a master’s degree in a technical/engineering specialty or equivalent experience in high tech product development and life cycle management is preferred. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
