IT CYBERSECURITY SPECIALIST (PLCYPLN)

You are required to have one year of information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include planning and developing cyber operations plans to satisfy cyber operations requirements within a specifically defined geographical or functional area of responsibility. 2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include developing interpersonal relationships with individuals of varying backgrounds, skills, experiences, and levels of authority in order to successfully accomplish work goals and increase collaboration. 3. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT-related experience demonstrating this competency include providing input for the development and refinement of the cyber operations objectives, priorities, strategies, plans, and programs. 4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include making decisions based on the interpretation of regulations and practices and initiates actions that affect various organizational units. In addition to your experience demonstrating the four competencies above, you are required to have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: Developing and implementing campaign and operational assessment framework strategy and methodology; AND providing input for the development of cyber operation objectives. Job Position Specific Duties: Operations Analysis – Assists in executing the command’s analytical agenda by applying appropriate research procedures in the conduct of Campaign/Combat/Force Planning Operational Assessments and Risk Management that improves decision support. Capable of executing sound, current operations research and data science techniques to include, but not limited to: predictive modeling, simulation, machine learning, probability and statistical analysis, measures of effectiveness/measures of performance development, Joint Risk Assessment Methodology and information synthesis. Assists in development and implementation of measures of effectiveness/performance with an emphasis on data collection and data analysis that support the complex mission’s sets that the Commanding General’s respective commands fight across multiple warfighting domains and information environments. Participates in formal risk management efforts to include both the Joint Risk Assessment Methodology in the conduct of operations to the Commander’s Organizational Risk Estimate report for Force Planning. Duties include coordinating with the leadership of the Commanding General’s subordinate commands on the establishment of risk tolerances and associated thresholds while employing various simulation techniques that account for the ever-changing operational and information environment. Subject to persistent and significant Operations Research training and development required to sustain subject matter expertise for the broad portfolio of Cyber, Space, and Operations in the Information Environment (OIE). Cyber Operations Planning – Cyberspace Operations are the dominant emphasis amongst the respective commands. The incumbent supports determining critical paths for assessment-related inputs and outputs within the respective Operations or Force Planning Processes that informs the command on holistic changes and opportunities in not only the Cyber domains, but Space as well as the Information Environment. During crisis or contingency, supports the dynamic assessments that baselines the designated Operational or Information Environment with change variables that enhances future Campaign/Operation decision support and advantage. As a result, this requires the incumbent to periodically evaluate, amend, or redefine major objectives, priorities, and initiatives through a data driven, statistically-validated assessment process. The incumbent can expect cross-functional opportunities ranging from integration into DODIN Operations in the conduct of Continuous Services Improvement to Cyber-intelligence visibility and analytics. The latter includes developing new methods, techniques, and tools that improve detection and reaction time in making real-time offensive and defensive cyber operations decisions. Subject to persistent and significant Cyberspace Operations training and development required to sustain subject matter expertise for the broad portfolio of Cyber, Space, and Operations in the Information Environment (OIE).
