This position is part of the Office of Natural Resources Revenue (ONRR), Information & Digital Services (IDS) In addition to the specialized experience listed below, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. At the GS-14 level, you must meet the following qualification: One year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped the applicant with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves: 1. Experience in the full range of IT Federal Project Management and differing methodologies and techniques necessary to manage scope, schedule, budget, and quality aspects of an enterprise scale project(s); 2. Performing pre-acquisition functions leading up to the acquisition of IT services which include providing guidance to Project Managers in the development of requirements to support procurements and works with Contracting Officers and Specialists to ensure solicitation documentation is complete; 3. Performing contract administration for procured IT services: monitoring contractor performance of requirements of the contract to ensure it is in accordance with the contract terms, conditions, and specifications; informing contracting officer of unacceptable contractor performance and assisting in the resolution as appropriate; 4. Reviewing and the acceptance of deliverables; monitoring funding and schedule of contracts; ensuring government modifications to technical requirements are appropriate and complete; and working with the contracting officer to prepare contract modification packages; 5. Experience in the full range of IT investment management (i.e., OMB Capital Planning and Investment Control – CPIC), budget formulation and execution such as developing business cases, analysis of alternatives, business cases, project plans, and oversight of IT investment governance activities; and IT investment and data call reporting in an organization; 6. Experience managing financial accounting applications, ERP systems, Customer Resource Management web portal applications, data warehousing and/or business intelligence/analytics applications. AND Quality Ranking Factor: Applicants who possess a current Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) senior-level (or DAWIA equivalent) is preferred. Note: Applicants who possess the quality ranking factor can be ranked above those who do not, but no candidate can be rated ineligible solely for failure to possess a quality ranking factor. Only experience obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
