I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. 2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to my experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector demonstrating knowledge of advanced IT application development principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures and strategies governing the planning and delivery of software applications and services throughout the USMC. Specialized experience must demonstrate the following: 1. Applying programming principles, methods, theories and concepts in order to develop applications and application systems necessary to support the HRDP and M&RA. 2. Utilizing multiple application programming and scripting languages such as, Angular, Java, JavaScript/NodeJS, Python. C/C++, and .Net. 3. Utilizing current automation technology and practices relevant to the administration and information assurance of DoD computer networks and Federal Information Security Management Act (FISMA) compliance. 4. Demonstrating understanding of relational and non-relational databases. Mastery of Oracle and Microsoft SQL database technologies as well as, Amazon RDS. MongoDB, and MySQL are required. Very strong SQL and PL/SQL programming skills, including developing and optimizing stored procedures. 5. Expert knowledge of Web development tools and technologies with experience developing on multiple web platforms like Oracle Web Center and WordPress. Markup language experience in HTML. XHTML, CSS, XML and development of Service Oriented Architecture, specifically, Web Services. 6. Knowledge of JDeveloper, SQL Developer, Eclipse, and Visual Studio Integrated Development Environments. 7. Understanding of various application development methods (Agile. DevOps, Waterfall, and Rapid development) based upon complexity, size, and scope of the overall project.
