This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION:
Bargaining Position AOC 1: NG Employees working at the location specified
AOC 2: NG Employees of the Pennsylvania National Guard
AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians)
AOC 4: Service Members currently serving in another branch and are willing to become members of the Pennsylvania National Guard
AOC 5: All others willing to become members of the Pennsylvania National Guard Military Grades:
Enlisted: E1-E8 Supervisor for this position is 1SG Sandino. *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: Applicant must indicate at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. – Knowledge of network configuration techniques, computer equipment and assigned system software to determine source of failures. – Knowledge of network use and maintenance sufficient to give needed guidance or training to customers to prevent problem recurrences and to assist more experienced specialists in resolving very complex problems. – Skill in using system software, IT security principles and functional application software used throughout the state. – Ability to apply troubleshooting and data analysis methods to resolve operating problems. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates’ experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.
