This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION:
Bargaining Position
AOC 1: NG Employees working at the location specified
AOC 2: NG Employees of the Pennsylvania National Guard
AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians)
AOC 4: Service Members currently serving in another branch and are willing to become members of the Pennsylvania National Guard TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Developmental
GS-11 $65,792.00 – $85,535.00 GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE:
GS-09: Application must indicate at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. GS:11: Application must at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. -Knowledge of the mission, objectives, terminology, and management practices in the organization to recognize probable areas of interaction and overlap between proposed and existing systems. -Knowledge of IT concepts, principles, methods and practices to plan network services that support customers’ requirements. -Knowledge of commonly used communications systems, technology, and operations, as well as established methods, procedures, regulations and other guides that relate to a particular area. -Knowledge of commonly used communications systems, technology, and operations, as well as established methods, procedures, regulations and other guides that relate to a particular area. -Knowledge of network systems design, development, testing, installation, operation , management, and maintenance.. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates’ experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
