About the Position: Reviews, validates, and coordinates the design, planning, programming, and budgeting for the procurement of information systems in support of military construction projects across Active Army, Army Reserve, and Army National Guard installations worldwide. The information systems may include a variety of media for the transmission, receiving and processing of information in voice, data, or video format. Such systems include, but are not limited to computer hardware, wired and wireless network devices, audio/visual equipment, inside and outside plant physical infrastructure, optical and satellite transmission systems, and supporting auxiliary power systems. These information systems will be part of local, campus and wide area network configurations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02/GS-11). I have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail – Is thorough when performing work and conscientious about attending to detail. 2) Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized and Other Experience: One year of specialized experience which includes: Experience developing technical specifications and Statements of Work for system acquisition and implementation. Experience analyzing and evaluating contractor proposals and related contract documents to ensure technical accuracy and effective fulfillment of user requirements at minimal cost. Experience testing and analyzing test results to ensure installed test meet specified performance criteria. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
