To qualify for the GS-13 level, applicants must have one year of specialized experience at, or equivalent to, the GS-12 grade level. Examples of specialized experience must include duties such as: Planning, leading, and assessing IT programs, products, and services to enhance functionality and customer experience; utilizing Business Process Management best practices, BPM lifecycle, Continuous Improvement, Knowledge Management methodologies to identify, document, and improve the organization’s business process; and reviewing existing policies, standard operating procedures, internal operating procedures and processes to ensure compliance with changes to controlling regulations and policies. In addition to specialized experience, applicants must also demonstrate proficiency in the following four competencies: Attention to Detail: Recommends, proposes, and drafts new policies, SOPs and processes impacting information technology matters, procurement/contracting, security, data collection, data reporting, and financial and budgetary matters. Customer Service: Gather feedback on customer satisfaction and internal service performance to foster continual improvement. Oral Communication: Prepares and present briefings to senior management officials on complex/controversial issues. Problem Solving: Designs novel solutions based on trend analysis that may affect component-wide IT operations.
