Northrop Grumman s Aeronautics System sector is hiring a Program Manager 2 to join our team of qualified, diverse individuals on the Joint STARS Mission Systems and Cybersecurity program. This leadership opportunity will be located in Melbourne, Florida, and will require occasional travel to Warner Robins, Georgia. The Mission Systems and Cybersecurity IPT is responsible for the sustainment of the mission systems and software for the E-8C (Joint STARS) aircraft and for delivering innovative, reliable defense products and support that our customers rely on to achieve mission success. It provides an assortment of services to our customer such as software Integrated Releases, implementation of Cybersecurity practices to harden mission equipment, Simulation and Training, Engineering Reach back in support of airframe issues, Network capabilities and the sustainment of labs in both Melbourne, FL and Warner Robins, GA. The primary role of the Manager Programs 2 is to direct all phases of the Distributed Mission Operations (DMO) Simulation, Training and Beyond Line of Site (BLOS) SIPRNET Entry Site (SES) in support of the overall mission. The PM2 will be responsible for all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule and technical performance of the subsystems of the major TSSR program, and include, but are not limited to:
Participate in the negotiation of contract and contract changes.
Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms / conditions of contract.
Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Conduct thorough risk & opportunity management practices including identification, mitigation and realization.
Develop new business or expands the product line with the customer.
Establish milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources.
Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Allocates resources and recommends changes / updates to contractual requirements.
Leads multidiscipline IPTs with members located at Melbourne, FL and Warner Robins, GA.

Must have a Bachelor s degree AND 5 years of related professional and/or military experience that includes a background in program/project management as well as team lead and/or leadership experience, OR a Master s degree AND 3 years of related professional and/or military experience that includes a background in program/project management as well as team lead and/or leadership experience.
Must have an active DoD Interim Secret clearance (or higher)
DoD Industry experience working with government contracts.
E-8C (Joint STARS) mission systems and software maintenance knowledge and experience.
Active DoD Secret Clearance (or higher)
Experience in both EVM and leading program management review sessions on cost, schedule and technical performance.
Demonstrated experience developing successful relationships with customers and suppliers.
Experience with software, cyber, prime mission equipment, avionics, and training simulators.
