Specialized experience must demonstrate the following: Identifying, developing, or planning Program Life Cycle Cost Estimates (PLCCE), Independent Cost Estimates (ICE), and project estimates to present to Navy leadership; and address issues affecting the program of record such as strategic planning, financial reviews, etc., for program management/cost estimate reviews required by the Program Office.
