MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Demonstrated competence and broad and comprehensive knowledge of C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) systems design, development, and development management in Space and other battle spaces, that include but are not limited to: advanced sensors; multi-INT fusion; position, navigation, and timing; astrodynamics; ISR data exploitation; artificial intelligence/machine learning (AI/ML); satellite communications (SATCOM); and ground system operations. 2. Demonstrated ability to develop innovative Space and battlespace technology program proposals, advanced concept studies and analyses, build an advocacy base, obtain funding for program execution, and transition research, development, and engineering activities to enduring programs of record and ultimately to operations. 3. Demonstrated competence in the ability to lead and effectively administer a large, diversified, complex space and battlespace research and development organization focused on the Navy, DoD, intelligence community (IC), and the national space community.
