Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level.). Specialized Experience: In order to meet the specialized experience requirement, you will need to have completed 52 weeks of progressively responsible specialized experience at or equivalent to the GS-14 grade level. The specialized experience for this position includes: Applying business technology to current and emerging mission needs through Agile process development, enterprise architecture, or program management. Leading IT transformation projects utilizing cloud services/hosting, change management, and DevOps. Developing and implementing technology solutions, leveraging modern and emerging technologies, such as Artificial Intelligence, Cloud computing, and machine learning. Developing innovative solutions, leveraging modern technologies to achieve operational efficiencies, reducing operational cost of IT, and enhancing customer experience. Applying knowledge of big data and open data initiatives to solve IT business problems. Operating as a subject matter expert advising leadership on technical matters and motivating peers to drive innovation. All applicants qualifying based on experience must have IT-related experience demonstrating each of the four competencies listed below. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
