In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A) This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the “Supervision / Management” work category are at the “Senior” work level and are equivalent to those at the GG-14 level. The selectee’s salary will be set within the grade equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Direct responsibility for creating and implementing operations, maintenance, sustainment and material management policies and procedures in direct support of the Wing’s dispersed sites and associated mission sets, to include both the Air Force’s Distributed Common Ground System (AF DCGS) weapon system, and multi-million dollar classified and unclassified Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) networks and systems. The IT includes systems and services used in the automated acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, assurance, or reception of information. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of past, current and emerging C4ISR IT for operational, maintenance and sustainment activities, policies, concepts, methods and techniques, programs and systems (such as special operations and enterprise IT management to include server administration, network administration, client system administration, communications focal points, weapons systems). 2. Knowledge of Command and Control (C2) and ISR multi-platform, multi-intelligence operations and associated IT concepts and methods necessary to plan, orchestrate and manage wing level communications, maintenance and logistics operations required to ensure end-to-end network and enterprise supportability, survivability, reliability, scalability and maintainability. 3. Knowledge of administrative aspects of projects, e.g., procurement policies, preparation of work statements and development plans, and cost estimating. 4. Knowledge of DoD, IC, and coalition security practices for ensuring the safeguarding of classified information across multiple domains. 5. Skill in the strategic planning and investment methodologies and control, workforce planning, policy and standards development, resource and knowledge management, architecture and infrastructure planning and management, auditing, information security management and life-cycle management of multi-million dollar global information systems. 6. Skill in establishing communication, computer and logistics policy and guidance with appropriate management principles, practices and methods necessary to resolve complex, intricate, controversial, and unprecedented IT problems while executing defined wing mission objectives, plans, priorities and deadlines. 7. Ability to employ cost-benefit analysis methods, initiate plans for enhancements, predict how management can meet future requirements, and provide higher leaders and peers sufficient technical and cost analysis information (through written documentation and oral presentations/discussions) to render informed judgements. 8. Ability to communicate both orally and in writing, and can formulate technical documentation, policy, guidance and instructions for senior military, DoD civilians and government contractor-level personnel. 9. Ability to plan, organize, and direct the functions and mentor, motivate and apprise the staff of an organization through subordinate supervisors; and ability to analyze personnel resources and skill-sets and adjust work operations of one or more organizational segments to meet program requirements and objectives. 10. Ability to define, establish, manage and evaluate training for all Wing communications, computer and logistics personnel, and establish and manage crew certification program and evaluation standards to maintain mission readiness at all times. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
