SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.)Specialized experience demonstrates analyzing business intelligences (BI) data and design for the agency’s related program, financial reporting and Geospatial Information System (GIS); and applying relational data theory, structured programming techniques, structured and unstructured development methodologies, data normalization rules, and physical database to develop recommendations to support growth and integration for the agency; and providing leadership support and technical guidance to key business partners in ensuring architecture and framework are aligned with the Agency’s business strategy and needs for data and management of information and to streamline business analytics processes by consolidating disparate local data analytics systems into a modem analytics system; and applying project management techniques, processes, and procedures in order to guide and evaluate programs, projects, and policy development; monitor and evaluate implementation, productivity, and results of programs, policies, and other efforts; and assess efficiency and effectiveness of organizations. TIME IN GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level, GS-12 in the normal line of progression for the position being filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
