SPECIALIZED EXPERIENCE: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. This definition of specialized experience is typical of work performed at the GS-13 grade/level or equivalent in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of and the ability to apply laws, policies, regulations, and practices related to IT capital planning and investment controls for business systems. Knowledge and experience with strategic planning methods, concepts, strategy development and performance management as they relate to IT service delivery. Knowledge and experience in information technology portfolio management, enterprise architecture, and implementation lifecycle of custom software systems and commercial off-the-shelf (COTS) systems. Knowledge and experience with conducting business case analysis and evaluating project proposals against financial and non-financial factors. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, DCS Logistics CIO Support Division and organizations that govern, interface with, and/or influence the planning and requirements process and information management capabilities. Skill to plan, organize, and direct the functions of matrix staff in critical aspects of development, production, and system investment decision-making and to coordinate various aspects of planning and requirements such as enterprise architecture, IT portfolio management, financial management, and contracting. Knowledge of Federal regulations which apply to information technology and information services management such as the Clinger-Cohen Act; the Privacy Act; the Paperwork Reduction Act; the Federal Information Security Management Act; and Section 2222 of Title 10, United States Code. Knowledge of the Financial Planning, Programming, Budget and Execution System. Ability to communicate clearly, concisely and with technical accuracy with senior leaders across the DoD and Air Force functional and technical communities both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
